COVID-19, international rivalry, and institutionalized violence make for a volatile combination. Elizabeth Radziszewski (Rider University) and I argue in Duck of Minerva that as the coronavirus disaster deepens, third-party pressure may be needed to inhibit escalation and enhance cooperation between rivals like India and Pakistan.
